密錄器駁檢舉 警讚「強心針」
員警常遭民眾投訴、檢舉執勤態度不佳或其他不當言行，以往督察系統為息事寧人，只要員警無法證明自己清白，大多以行政處分收場，不過台北市警局士林分局已決定採「無罪推定」原則，若民眾沒提出證據，就不處分員警，獲基層員警一片叫好。
士林分局同時祭出獎勵措施，只要員警能提出隨身密錄器或監視器畫面證明自己清白，就可獲得嘉獎一次獎勵；分局長詹永華說，因為民眾投訴、檢舉案件很多，希望藉此鼓勵員警隨身攜帶密錄器蒐證，維護自己和警察形象，不至於被人胡亂誣賴、冤枉。
警界以往處理民眾投訴、檢舉案，若員警拿不出證據自清，督察系統幾乎都是採「有罪推定」原則，認定員警有過失，以行政處分收場；不少員警擔心內部處分，執勤時顯得畏首畏尾，影響公權力執行。
不過警政署長陳國恩去年任職新北市警局長期間，曾通令各所屬單位，處理民眾投訴員警態度不佳案件，應詳加調查釐清真相，有具體事證方依規定議處，「不得因員警單純未錄音錄影即予處分」。陳國恩接任署長後，士林分局本月上旬決定跟進，不輕易處分員警。
基層員警說，曾有一名酒醉男子跑到分局大鬧，值班警員規勸無效後，只好把他趕出去，沒想到事後那名男子竟檢舉員警毆打他，令員警面臨督察系統嚴厲調查，還好監視器畫面拍得清清楚楚，最終圓滿收場，但也讓員警感嘆「哪有原告告人，卻不必提證據的道理？」
